Welcome to the fifth edition of the Recolight e-newsletter. In this month's e-newsletter we will be introducing you to the front-line team here at Recolight. Many of you may already have spoken to Krissy, Rhian and Gidone - they're just on the end of the phone and always more than happy to help – here they talk about the work they do and some of the special projects they have been involved in recently.

In addition, I will be explaining the Environment Agency's plans to tackle ‘free-riders'. These are the EEE producers or importers who are avoiding their environmental obligations by not registering with a compliance scheme.

We are featuring a different member's CCP in each edition of the newsletter and this month you can read about Trilight, Scotland's largest independent supplier of lamps and luminaires. Please let us know if you would like your collection point to be featured in a future e-newsletter.

Meet the team

the Recolight teamThe operations team at Recolight have an essential role to play in making lamp recycling happen. Between them Krissy, Rhian and Gidone manage all the enquiries that come in to Recolight, from CCP collection requests to enquiries about one-off collections.

The team are fielding increasing numbers of enquiries about one-off collections and this is quickly becoming a significant part of Recolight's service. The team do everything they can to ensure Recolight provides quick and efficient recycling services wherever and whenever they are needed. Recently the team provided support to Contractors who were re-lamping 200 ASDA stores and needed convenient collection facilities whilst they worked their way around the country.

Recolight's portfolio of suppliers includes whole lamp end-cut recyclers and on-site controlled shredding companies. Choosing which one to use depends on the logistics requirements at the collection site. With one-off collections becoming more frequent the team are also working to maximise our carbon efficiency and will use the best equipment for each site.

Recolight's Operations Manager, Alex Hawkins, explains:

Peter Lees – Why there's no such thing as a ‘free-ride'

Under the WEEE regulations every producer or importer of electrical or electronic equipment that puts goods onto the UK market for the first time has to join a WEEE compliance scheme or establish its own compliance scheme. Through their Scheme they are responsible for financing their share or obligations for the processes needed to collect and recycle the WEEE from the end user when it reaches end-of-life.

Producers who have not registered with a compliance scheme are known as free riders. The Environment Agency is responsible for enforcing the WEEE regulations including identifying free riders and is currently contacting companies who haven't renewed their registration in 2008. In addition to this, the EA is also preparing a free-rider plan of enforcement to tackle companies that have not registered at all and expect 1 in 6 companies that they have contacted to be out of compliance.

If producers or importers are not registered with a compliance scheme their customers and ultimately the end users will be receiving recycling services available to the customers of those companies which do comply, but without having paid for them. Non-compliance also means that there is not an accurate national record of eligible EEE put on the market place, which is necessary for measuring achievement against targets.

One of our key messages to wholesalers, retailers and facilities managers is to make sure they buy lamps from a compliant producer and better to ask their supplier to specify the compliance scheme to which the brand they are supplying belongs. This way they can be sure that they won't be left trying to find a recycling scheme to deal with the WEEE and can avoid having to pay unnecessary charges to recycle their lamps.
 
A reminder about the Regulations

According to BERR's guidelines:

A producer (including importers) has a number of obligations under the WEEE Regulations:
  • They must join a Producer Compliance Scheme (PCS) to discharge their obligations as a producer or EEE. For example, registering as a producer, reporting data on EEE put on to the UK market, and financing any costs of collection, treatment, recovery and disposal of WEEE in line with their notified obligation;
  • They must ensure the marking of EEE put onto the UK market to assist with its separate collection at the end of its life;
  • They must make information available to treatment facilities in respect of new types of EEE they put on the UK market.

This month's collection point – Trilight

TrilightTrilight is Scotland's largest independent supplier of lamps and luminaires. It currently employs 30 members of staff and has branches in Aberdeen, Falkirk, Glasgow and Inverness.

The company's list of suppliers includes all the major manufacturers as well as specialist suppliers of miniatures and special lamps from across Europe. Trilight also markets its own Lightbox brand of SAD lamps and a range of own-branded emergency fittings.

Trilight was an early adopter of the recycling principle recognising the environmental and business benefits associated with recycling waste lamps.

Trilight is currently taking part in a Recolight trial in Scotland designed to raise awareness amongst businesses of recycling waste gas discharge lamps in line with WEEE regulations. During the trial Trilight is offering a free service to businesses in Scotland to collect their waste lamps for recycling.

Company directors, John Thompson, Gus Cruickshank and Graeme Hosie are pleased with how the scheme is working so far. Speaking about working with Recolight Gus Cruickshank said: "Being part of the trial is not only enabling us to play an active role in encouraging recycling but is also helping attract new business as a result of our regular visits to companies to collect their waste lamps. It's proving to be a very positive experience for all concerned."
